The Runewright is a new type of craftsman introduced in the Hearts of Stone expansion for The Witcher 3.

After tearing the notice about the Runewright off the notice board near the Seven Catts Inn, he can be found near the Upper Mill in the north-east corner of the Novigrad area.
A NOTE ON ENCHANTING ITEMS
Only items with 3 Glyph / Runestone sockets can be enchanted. This means that only chest armor can be enchanted with Runewords, and that items with less than three sockets (i.e. silver / steel swords and body armor) must be upgraded before enchanting.

Basic Runes
In order to access his enchantments, you must first complete the side quest Enchanting: Quality Has its Price. To do this, you must (a) find a sizeable quantity of Jade in the hills north of Novigrad, then donate 5,000 Crowns to the Runewright so he can commission the tools to craft basic enchantments.
